INTERNATIONAL DAY OF THE WORLD'S INDIGENOUS PEOPLES (2024-08-09)
Each year, 9 August marks the International Day of the World's Indigenous Peoples. The theme of the year is 'protecting the rights of Indigenous peoples in voluntary isolation and initial contact', in order to strengthen cultural and linguistic diversity.
Sámi are the only Indigenous people living in Europe. Their homeland, Sápmi in Northern Sámi language, is located in the northern parts of Norway, Sweden and Finland, and on the Kola Peninsula in Russia. In total, nine Sámi languages are spoken in the area. Different groups have, for example, their own traditional dress, handicrafts, and objects.
Read the blog by Milla Suutari from the National Archives of Finland / Kansallisarkisto / Sámi Archives, published on Europeana for the DIGICHer project exploring how Indigenous Sámi reindeer herders came to live in houses and adapted new technologies, challenging the dichotomy of traditional and modern. ➡ BLOG
INDIGENOUS PEOPLE DAY (2024-08-09)
On the Indigenous Peoples Day, we can explore why it is crucial to include indigenous communities in the digitisation, enrichment and curation of their Cultural Heritage, and how digitised collections bring value to these communities.
Read the blog by Saiyyna Vasileva, published on Europeana, discusses the value of digitised collections to indigenous communities. It highlights the importance of involving these communities in the digitisation and curation of their cultural heritage, ensuring that their stories and perspectives enrich the digital archives. The blog emphasizes how these collections support knowledge transmission, social connections, and cultural identity, allowing indigenous people to reconnect with their heritage, challenge misrepresentations, and foster cross-cultural dialogue.

THE DIGICHER – DIGITISATION OF THE CULTURAL HERITAGE OF MINORITY COMMUNITIES FOR EQUITY AND RENEWED ENGAGEMENT (2024-03-27)
About the project
The respectful preservation and digitisation of heritage from minority groups is a key issue for the cultural sector as artefacts become increasingly available online, and is a topic which the DIGICHer project seeks to address in its work over the next three years.
DIGICHer aims to collaborate with representatives from minority groups: the Sámi, the Jewish and the Ladin people and more, to design and develop a new and practical framework that promotes equity, inclusion and diversity in the representation of digital cultural content. This will include research into current approaches to the digitisation of cultural heritage, identifying their shortcomings, and developing recommendations for policy makers that focus on enhancing digitising efforts for cultural heritage collections. The legal, political, socio-economic and technological aspects of this challenge will all be considered.
The beggining of the project
The project’s first meeting takes place at the end of March, and is an opportunity for partners to come together and define their approaches for the coming years. The University of Lapland is a significant location for the project's kickoff.
As Rosa Maria Ballardini, Professor of Intellectual Property Law and Vice Dean (research) at the University’s Faculty of Law, and Rene Urueña, Professor of Law at the same institution, noted in conversation: ‘A project kickoff at the University of Lapland highlights DIGICher’s commitment to minorities, involvement in the digitisation and usage of their cultural heritage, contributing to a more responsive and democratic cultural sector’.
Excitement for the future
DIGICHer partners enthusiastically took up the project. Aelita Skaržauskienė, PhD, professor, chief researcher and Kristina Kovaitė, deputy dean of Vilnius Gediminas Technical University and project coordinator, say that the start of the international project fills them with enthusiasm and excitement. DIGICHer is not just a new endeavor, but a bridge connecting different cultures and ideas.
The prospect of leading this international initiative gives a strong sense of purpose, as there is an opportunity to create something truly meaningful and valuable for society.
Milena Popova, Program and Business Development Manager at Europeana Foundation, also says “We see the DIGICHer project as a valuable opportunity to work towards creating a more diverse and inclusive cultural heritage.” She mentions that by working with minority communities and developing a new framework for the proper representation of their heritage, the project will help participants in the cultural heritage data space and the wider heritage sector to better understand the needs of minority groups; build capacity for inclusive digitization; and ensure the effective reuse of minority heritage.
The project aims to collaborate closely with representatives from various communities: the Sámi, the Jewish, the Ladin people, and beyond, to ensure their direct participation.
The DIGICHer project is funded by the European Union’s HORIZON EUROPE research and innovation programme under the grant agreement No 101132481.
DIGICHER project consortium gathered for a kick-off meeting in Rovaniemi, Finland, hosted by University of Lapland (2024-03-27)
DIGICHER project funded by EU HORIZON EUROPE Research and Innovation programme invites partners and stakeholders to re-visit and provide new understandings on the key legal and policy, socio-economic and technological factors that drive the digitisation of minorities’ cultural heritage (CH) and will develop a novel scalable framework, designed via user-centric approaches, to promote equitable, diverse and inclusive practices. Partners from three representative minority groups in Europe – the Sámi, the Jewish people and the Ladin people – join DIGICHER project to co-design and pilot the framework.

GREEN CIVIC ENGAGEMENT: THE ROLE OF TECHNOLOGY (2023-10-11)
Dr. Monika Mačiulienė of VILNIUS TECH presented the project and discussed the role of mainstreaming the Climate Assemblies, Citizen Science and other participatory approaches to a more deliberative climate policy making.
In recent years, participatory exercises have flourished across the European Union. As the urgency to accelerate the green transition grows, citizens are asked to play a more active role, and participatory instruments can contribute to finding grassroots solutions. They can help tackle difficult policy trade-offs and encourage citizen engagement and community action. In this context, data and digital solutions, such as apps, online platforms, and artificial intelligence, can facilitate civic activism.
This online Policy Dialogue discussed how participatory democracy can support the green transition and how data and digital solutions can contribute to improving green citizen engagement.

About project:VILNIUS TECH become coordinator of this project (head of the project prof. dr. A.Skaržauskienė, coordinator of this project Dr. Kristina Kovaitė) the project will be launched on 2023, 1 January.
Climate change is one of the most critical issues to tackle today as it is foreseen to have detrimental social, environmental, and economic impacts in the near future. The last climate change events, such as flooding in Germany and Belgium in both Continental and Atlantic regions, heat waves, and lack of water in both Mediterranean and Boreal regions, show that the policymakers, experts, and stakeholders' actions are not enough, and a 360º citizens engagement is urgently needed. Therefore, we need to learn from the good experience in citizens' engagement in climate change action and build up citizens` supporting infrastructure for climate adaptation measures to help the 150 European regions and local communities to resist. Climate assemblies and Living labs are considered sustainable and reasonable tools to stimulate deliberative democracy in climate policymaking. The ambition of the current project is to support a transformation to climate resilience by offering an innovative problem-oriented climate adoption Toolbox, co-designed together with stakeholders by applying a values-based approach, design thinking methods, and citizen science mechanisms. It is expected that the use of the Toolbox will anticipate possible tensions, points of controversy, and dilemmas vis-a-vis the adaptation to resilience - therefore enabling empowerment and engagement strategies that produce a society "resilient by design". In addition, CLIMAS will include the empirical component for testing this Toolbox and formulating scientific-based guidelines for policymakers on how to shift Climate Assemblies from technically based deliberations that belong to climate change experts to multi-stakeholders deliberations based on solving the dilemmas from a bottom-up, more societal and value-based perspective. CLIMAS outcomes will positively influence policy development and awareness-raising process and offer sustainable strategies to enhance the acceptance of citizens' led decisions by policymakers.

HEAD OF THE CITIZEN SCIENCE ASSOCIATION: CITIZEN SCIENCE? THIS IS INTERESTING! (2022-05-03)
In order to find and encourage ways to promote open science for fruitful collaboration between researchers, citizens, libraries, and other memory institutions, the project "University Libraries, Strengthening the Link between Academia and Society through Citizen Science in the Baltic States" (LibOCS) was launched in January 2022, thanks to the Erasmus+ Strategic Partnerships. The Kaunas University of Technology Library, together with other project partners, is carrying out and planning various networking activities for university academic staff and researchers, students, and librarians until mid-2024.
The project aims to establish a dialogue with researchers who are already involved in citizen science projects or are otherwise involved in citizen science by inviting them to share their experiences and insights into this still little known field of science in Lithuania. The interviewee of the first interview is Dr. Monika Mačiulienė, Associate Professor at the Department of Creative Communication at Vilnius Tech, Head of the Lithuanian Citizen Science Association, who is interviewed by LibOCS specialist Aistė Pranckutė.
The importance and issues of citizen science in the Lithuanian research and innovation ecosystem and the role of libraries in engaging citizens in research processes were discussed.
