Destruction, Diversity, and Design:
How We Can Develop a Housing Strategy for Ukraine
Prof. Dr. Philipp Meuser, Architect and Publisher,

The lecture explores the challenge of dealing with thousands of damaged and destroyed residential buildings in Ukraine. Meuser argues that a comprehensive analysis of the housing market is necessary to identify essential housing series and showcase pilot projects that physically rebuild houses, enable energy-efficient renovations, and strengthen social structures and community cohesion within residential areas. It acknowledges that not all IDPs and refugees will return, resulting in smaller populations in many Ukrainian towns and villages. Therefore, new typologies must be developed to address this changing demographic structure. Meuser presents his experiences across Ukraine and insights from conversations with local and international colleagues. Based on the new voices in European defence policy, in near future these aspects could also become relevant for EU states.
Philipp Meuser is a German architect based in Berlin. He holds an Honorary Professorship at O. M. Beketov University in Kharkiv and is considered an expert in East Europe and Eurasia housing construction. With over 20 years of experience in the architecture industry, Meuser has specialized in embassy building, focusing on safety and security. In 2005, he founded DOM publishers, a book publishing firm dedicated exclusively to architecture-related topics. For many years, he has collaborated with the Lithuanian publisher LAPAS.
