Legalization Procedure
The Police Clearance Certificate (PCC) / Non‑Conviction Certificate (NCC) legalization procedure is complex and time‑consuming. Processing times vary depending on your country of origin, the required legalization steps (apostille, single or double legalization), embassy procedures, and courier delivery times
Please note:
The entire process may take several weeks or longer. Delays can occur due to:
- Embassy appointment availability
- Incomplete or incorrectly prepared documents
- Changes in Migration Department requirements
The university cannot expedite legalization or embassy procedures.
We strongly recommend starting the PCC/NCC legalization process as early as possible after receiving instructions, to avoid delays in your Temporary Residence Permit (TRP) application.
Failure to submit the original legalized or double‑legalized PCC/NCC on time may result in delays or rejection of your TRP application.
Ensure the document is issued by the official authority and is valid internationally. Typically it is issued by Ministry of Internal Affairs or appointed institution. The legalization of document in issuing country is done by the competent institution (Ministry of Foreign Affairs or appointed institution). Depending on the Country status according to the Hague Convention different legalization procedures apply.
- If yes, your PCC/NCC only needs to be apostilled.
- If no, your PCC/NCC must go through the legalization process (single or double, depending on the country).
If you’re unsure which rule applies to your country, please check your country’s status regarding the Hague Convention.
- The university will prepare your TRP mediation documents and upload them to MIGRIS system.
- You will receive a mediation letter number from the university.
- After completed application you will receive the LLG number by email from The Migration Department.
- This number is required to submit your PCC/NCC for legalization in Lithuania.

If your country is listed below, your PCC/NCC must be legalized twice—first in your country and in an embassy of your country which is located in EU.

If your country is not listed, please verify whether double legalization is required for your PCC/NCC by contacting viktorija.pliuskiene@vilniustech.lt
If double legalization is required, complete the legalization in your country and at the appropriate embassy.
Then send the original PCC/NCC (with legalization stamps) to:

The university submits documents for legalization in the Ministry of Foreign Affairs in Lithuania once per week (Tuesday or Thursday).
Your PCC/NCC will be submitted only when the university has:
- The original PCC/NCC
- Your LLG number
- Your payment confirmation
- If all information is correct, your PCC/NCC will be legalized in Lithuania.
- If additional details are required, the university will contact you.
- If your LLG number changes, you must inform the university immediately.
Once your PCC/NCC is legalized:
- You will receive a scanned copy of the legalized document.
- You will be notified by email that the process is complete.
After your Police Clearance Certificate (PCC) / Non‑Conviction Certificate (NCC) has been legalized in Lithuania, the original document remains at the university.
To receive it back, you must personally arrange and pay for a courier pickup from the university.
Important information:
The university does not send documents automatically.
You must order a courier service (DHL, UPS, FedEx, etc.) to collect your legalized or double‑legalized PCC/NCC from VILNIUS TECH.
The courier must collect the document from the university address provided below.

Once you receive the original legalized PCC/NCC, you must submit it in person at the VFS center together with the rest of your documents when completing your Temporary Residence Permit (TRP) application.
Scanned copies are not sufficient for the TRP application. Only the original legalized document is accepted by VFS.
To complete your registration at VILNIUS TECH, your education documents must be legally valid for use in Lithuania.
You must legalize:
- Your final education certificate or degree certificate (e.g. school‑leaving certificate, bachelor’s or master’s degree), and
- The academic transcript corresponding to the completed qualification.
Both documents must be originals issued by the authorized institution.
First, obtain the final original education certificate/degree certificate and transcript from your educational institution in your home country.
Your documents must be legalized before arrival to Lithuania.
Depending on your country of issuance, this is done by:
- Apostille, if your country is a member of the Hague Convention; or
- Legalization at the Ministry of Foreign Affairs (or another competent authority) in the issuing country, if apostille is not applicable.
Please note that legalization is done in the country where the documents were issued.
After arriving in Lithuania and while completing your university registration, you must present your documents to the International Studies Centre.
You must bring:
- The original legalized education documents, or
- Notarized copies of the legalized documents (if original documents are not submitted).
Scanned copies are not accepted for registration purposes.
The legalization of education documents may take several weeks and involves different authorities depending on your country of origin.
We strongly recommend starting the legalization process as early as possible to ensure timely completion of your registration at the university.
Failure to submit properly legalized education documents may result in delays in registration or inability to start your studies on time.
Lithuania is a member of the Hague Convention on Apostille.
Therefore, official documents issued in Lithuania must be legalized with an apostille if they are to be used abroad in another country.
Documents most commonly required for use abroad include:
- Final graduation certificates and diplomas issued by the university
- Academic transcripts
- Student status certificates
- Official letters issued by the university, including letters for military service offices abroad
- Documents issued by the university are not automatically apostilled.
- If you plan to use these documents outside Lithuania, you must arrange apostille legalization yourself in the Notary Public.
- Apostille confirms the authenticity of the document so that it can be legally recognized abroad.
You need an apostille if:
- You submit Lithuanian‑issued documents to foreign authorities,
- Your destination country is a member of the Hague Convention, and
- The receiving institution explicitly requires legalized documents.
If the destination country is not a member of the Hague Convention, additional legalization requirements may apply.
Apostille legalization is not handled automatically by the university.
- Processing times and requirements vary depending on the document and the issuing authority.
- Students are responsible for checking legalization requirements with the receiving institution or authority abroad.
We strongly recommend planning the apostille process in advance, especially for graduation certificates or documents needed for:
- Employment abroad
- Further studies
- Military service authorities
- Immigration or residence permit applications
Delays in obtaining an apostille may affect deadlines set by foreign institutions.
