To provide the knowledge on the theoretical background of the EU's agricultural policy, and dependence of the policy frameworks' evolution on general trends of socio-economic development.
Description
Content of the course is focused on the historical and evolutionary development of the EU common agricultural policy (CAP), analyzing the main economic and social development concepts that determined the essential changes of the CAP, and individual contribution of scientists to the development of the CAP. The aim is to highlight the differences of the CAP models at different development stages the EU rural policy and to explain their evolutionary character by adjusting a combination of variable and static components of the policy model. The possibilities to adapt previous experiences of the old EU countries developing national CAP models for Lithuania and other post-socialist countries is also part of the course. Finally the concepts of post-industrial economy are provided that gave impact for the recent CAP framework and discussions about the CAP evolution prospects and trends in the future. -

The subject aims to overview theories of social policy, social risks and social and labour market problems in contemporary society and the main elements of the system of social protection. It also covers concepts of social justice, historical development of the Welfare State and its models, challenges raised by globalization and modernization of the Welfate state. The subject is oriented towards practical aspects of social policy, covering all branches of social security including the compensation schemes of income lost due to social risks, labour market policy and programs of employment support. The curricula of the subject also includes the development of Lithuanian social welfare system.
