Components and principles of public management, open, closed and hybrid models as well as methods of public management, legal, political, social, economical, cultural environment of public management, the role of synthesis of public and private sectors, their partnership are examined. The potential of public management, human, financial and information resources are evaluated. Also state budget role, content, planning and execution, applied aspects of budget theory, strategic planning, planning decision assessment, public management institutions, its image and public trust, function review of public institutions are analyzed. Public management ethics, professional ethics, political ethics and codes of ethic are exemined. -
