Research on Pavement Structures
The Institute provides research services for all types of pavement structures used in roads, airfields, and other transport infrastructure facilities. The services include the assessment of structural properties (load-bearing capacity) and functional properties (surface evenness, skid resistance, and tyre–road noise levels).

Research on Road Construction Materials
The Road Science Laboratory performs research and testing of road construction materials such as bituminous mixtures, soils, aggregates, bitumen and bituminous binders, and unbound and hydraulically bound mixtures.

Development of New Products and Technologies
To meet emerging market and user needs, scientific research and experimental development activities are carried out. These include the acquisition of fundamental knowledge, formulation and validation of a concept, development and laboratory testing of a model under simulated real operating conditions, creation and demonstration of a prototype, and production of a pilot batch for presentation to potential users.

Preparation of Regulatory and Technical Documents and Guidelines
The Institute prepares documents and recommendations required to ensure safety and compliance with relevant standards.

The Institute carries out road safety impact assessments for road and street projects and conducts road safety audits in accordance with legal requirements and international best practice.

Expert Assessment of Transport Infrastructure Structures and Projects
The Institute carries out general and partial expert evaluations of transport infrastructure structure projects, as well as general and partial expert assessments of structures, in accordance with legal requirements. The Institute specialises in the design of structural components for roads, streets, and airport infrastructure.

Professional Development Training
The Institute organises professional development training in accordance with programmes approved by the Ministry of Environment of the Republic of Lithuania:
M-166-17-VGTU “Technical Regulation of Road Construction” and
M-167-17-VGTU “Road Infrastructure Safety Management”.

The Road Research Institute is a team of proactive, professional, motivated, and innovative specialists united by shared values and a common mission – to be the preferred partner for its clients in carrying out:

research and applied activities related to transport infrastructure and other engineering structures (project preparation; project supervision; expert evaluation of structures and projects; technical supervision of construction; road safety audits and road safety impact assessments; laboratory testing and research of construction products, materials, and pavement structures);

professional development and other training activities.
The achievement of these objectives is supported by established and implemented quality, environmental, and occupational health and safety management systems compliant with the requirements of LST EN ISO 9001, LST EN ISO 14001, and LST ISO 45001. The Institute follows these key principles in planning, organising, implementing, monitoring, and improving its activities:

ensuring that every project implemented by the Institute aims to meet client needs, fulfil the Institute’s objectives and commitments, protect the environment, and safeguard employee health;

The effectiveness of the quality, environmental, and occupational health and safety management systems is regularly reviewed during management meetings. Higher objectives are set, and appropriate measures and resources are allocated to achieve them.
The Institute is committed to upholding these principles and to the continuous improvement of its quality, environmental, and occupational health and safety management systems.
