Integrated Components for Complexity Control in affordable electrified cars
The 3Ccar project will provide highly integrated ECS Components for Complexity Control in thereby affordable electrified cars. The new semiconductors for Complexity management (Control, reduction) will offer the next level of energy efficiency in transportation systems. 3Ccar's impact is maximizing pragmatic strategy: Use semiconductor technology innovations to manage functionality & complexity increase. This leads also to cheaper, efficient, robust, comfortable, reliable and usable automotive systems. This strengthens Europe as a whole (OEM, Tier1, Semiconductor) generating economic growth and new jobs in Europe. The impact of 3Ccar is driven vertically by innovations and horizontally enabling growth and deployment in the industry based on what we see as European Values. We recognized that European engineers develop for highest efficiency, convergence and manageable complexity. Our society appreciates long life products to avoid waste. 50 partners and 55 Mio € budget give the mass for innovative products such as functional integrated powertrains, smart battery cells with unique selling features allowing Europe to advance to global leadership. An important feature of the project has been the recognition and exploitation of synergies with other EV projects, enabling fast innovation cycles between such aligned projects. With 55 Mio€ budget and 10 b€ impact the R&D expenditure ratio is 200 which is 10x higher than the semiconductor average and corresponds to very strong innovation potential which will be translated into automotive and semiconductor industry. The technologies developed in 3Ccar will be commercialized all over the world while giving advantages to Europe's OEMs willing to manufacture in Europe. 3Ccar will be involved in standardization needed to ensure that large vertical supply chains can be established. The 3Ccar project shows that collaboration between industry, research institutes, governments and customers is pivotal for excellence in Europe.

Best practice factory for freight transport
The BESTFACT objective is to develop, disseminate and enhance the utilisation of best practices and innovations in freight logistics that contribute to meeting European transport policy objectives with regard to competitiveness and environmental impact. BESTFACT builds up on the work of BESTUFS, PROMIT and BESTLOG and integrates four interrelated areas of the key freight logistics challenges the European Union is confronted with and creates coherence with the key actions of the Freight Logistics Action Plan: urban freight, green corridors and co-modality, transport related environmental issues and eFreight. BESTFACT will establish a robust and replicable methodology for collecting and processing best practices. Best practice is understood as the combination of three dimensions: (1) The identification, evaluation and prioritising of relevant business cases. (2) The credible knowledge management of best practices. (3) The utilisation and implementation within existing or new industrial realities. The BESTFACT best practice methodology comprises a three-level approach that includes the setup of a comprehensive best practice inventory for which 160 cases will be analysed providing a general description. 60 in depth surveys will be made including a detailed analysis of the best practice cases. The development of best practices will be addressed in 5 best practice implementation actions stimulating modal shift on company or regional level, co-operation among stakeholders or the introduction of best practices into administrative procedures. Practical best practice handbooks as well as research and policy recommendations addressing new and additional policy tools will be provided. BESTFACT will organise 12 cluster workshops and 3 conferences. Furthermore, a comprehensive knowledge management will be established to enlarge the knowledge basis and simplifying access to best practice. BESTFACT will be a neutral and open platform for any interested party.

Aviation Noise Research Network and Coordination
The X-NOISE EV Coordination Action, through its network structure and comprehensive workplan involving experts groups, scientific workshops, international cooperation seminars and a common information system, addresses the noise challenges faced by Aviation. To this end, it will more specifically: - Evaluate EU-funded projects results and assess their contribution to the state-of-the-art. - Formulate, through development of common strategies and complementarity with national activities, priorities and key topics for future projects aimed at noise reduction at source, low noise operations, and improved understanding and modelling of the impact of aircraft noise in the community, including environmental interdependencies. - Ensure dissemination and exploitation of research findings, including technical information aimed at Regulatory Bodies and Policymaking Agencies. - Contribute to an improved integration of the European Aviation Noise Research Community through a network of National Focal Points covering all countries with such technical interest - Identify potential reinforcement of future projects partnership through extended international networking and dedicated processes to foster new collaborations and promote novel ideas. The project scope is fully consistent with the FP7 Transport workprogramme (Aeronautics), significantly contributing to the objectives of reducing Aircraft Noise by 10 dB per operation as set by the ACARE 2020 Vision,.while addressing key factors associated with Airport Noise issues. Over 4 years, the project will involve 29 partners from 21 countries (FR, UK, ES, NL, BE, DE, SE, IT, PL, HE, HU, CZ, LT, IE, PT, RO, CH, RU, UKR, EG, BR), combining the complementary skills and expertise of industry partners, SMEs, universities and research establishments to cover the whole field of interest.

Innovative materials solutions for Transport, Energy and Biomedical sectors by strengthening integration and enhancing research dynamics of KMM-VIN
KMM-VIN has reached a considerable level of internal integration and organizational stability in some domains typically attributed to NoEs. While collaborative research and mobility programme are running reasonably well, the R&D and training services for industry are not yet fully satisfactory. The primary objective of INNVIN project is to engage the large transnational partnership of KMM-VIN in the process of transforming it into an organization with a more effective strategy towards the industry, which should enhance KMM-VINs financial viability. KMM-VIN will primarily focus on Transport, Energy and Biomedical sectors as these are the ones where KMM-VINs expertise has reached a critical mass. A set of measures is proposed to reach this objective: Survey of technology needs in Transport, Energy and Biomedical sectors, Update of contents and enhancement of functionalities of KMM expertise and equipment database, Dissemination campaign of KMM-VIN research, infrastructure and training potential, Recruitment of new KMM members from industry. An important by-product of this strategic plan is to satisfy the economic criteria of an SME as this status can be beneficial for KMM-VIN financial stability in the long term.

The objective of e-Maritime is to make maritime transport safer, more secure, more environmentally friendly and more competitive. For this, e-Maritime must ameliorate complexities that hinder networking of different stakeholders, help to increase automation of operational processes particularly compliance management and facilitate the streaming of synthesised information from disparate sources to assist decision making. The Implementation ot the Planned Lithuanian Longlife Pilot Project as a Dormitory for Klaipeda University
Longlife Invest will implement a sustainable, energy-efficient building with minimized operational cost as a new dormitory of two blocks for the Klaipeda University. The Klaipeda University is the investor and the owner of the new dormitory. The implementation of the planned Lithuanian Longlife pilot project as a dormitory for Klaipeda University would be a great opportunity for the Lithuanian partners to make the dormitory technologically more energy-efficient and attractive as a pilot project for further investors who are analysing possibilities invest in Lithuania and the Baltic Sea Region. The Government of the Republic of Lithuania granted to Klaipėda University to construct a new property. The state enterprise Turto Bankas, Bank of Property, is going to participate in this project as associated organization and work with its financial engagement being responsible for construction management and partial financing according to the Lithuanian Law on the Management, Use and Disposal of of State and Municipal Assets (May 12, 1998, No. VIII-729). The investment in Klaipeda is the exemplary implementation of the developed Lithuanian pilot project in the main stage project Longlife. The main stage project Longlife has developed five sustainable and energy-efficient buildings as pilot projects in Denmark, Poland, Lithuania, Germany and additional Russia. The integrated planning process for the pilot projects was supported by the Longlife Prototype Catalogue, a selection of precertified materials, elements and innovative technologies, which perform the Longlife benchmarks and standards. Longlife benchmarks and standards optimize the structural design and building technology system of sustainable and energy-efficient buildings. This leads to reduction of CO2 emissions, fossil energy consumption and minimize the operational costs during the building´s lifecycle. By comparison the initial and operating costs of a "conventional" building and a Longlife Building, the owner will save money with the Longlife building in its lifecycle. The implementation planning and the construction process will accompany with on-going monitoring and evaluation activities. The Longlife invest project partners will proof with the Longlife Performance Pass (LLPP) the energy performance, CO2 performance and life cycle costs of the dormitory in reference to the Longlife benchmarks and standards. The Longlife Institute, non-profit association founded in the main stage project Longlife, will be the auditor. The dissemination of the technology transfer and the process of realization as the innovation and demonstration character of the investment will be transferred with study tours, trainings courses, public workshops, site webcam and through Klaipeda University TV.

BSR TransGovernance - MGL support to the implementation of PA 11 in the EU Baltic Sea Strategy
PA Transport of the EUSBSR calls for coordination of national transport policies and actions to ensure a harmonised transnational development of the transport system. The ensured thematic focus and established links between the above initiatives helped achieve certain stage of coordination and complementarity. However, fuller integration of the approaches, which would enable better development and alignment of transport policies at various governance tiers, faces a number of challenges. The project objective is to demonstrate how multi-level governance models, tools and approaches can contribute to a better alignment of transport policies in the BSR at various administrative levels and better incorporation of the business perspective. This is expected to increase commitment of public and private stakeholders to achieving greener and more efficient transport in the Baltic Sea Region, in line with PA 11 of the EU Baltic Sea Strategy. The project will place particular focus on developing and testing joint planning and implementation frameworks for transport policies at such reference scales, which have witnessed a long process of cooperation across the national borders with involvement of public/private stakeholders, and/or which have gathered a vast evidence for MLG actions. These are: MACRO (overall BSR area), MESO (cross-border integration areas), CORRIDOR (transnational multimodal transport corridors) and MICRO (intermodal terminals). In specific real conditions at those reference scales the project will run a few demonstration showcases. Through the so called stakeholder management process the project will engage relevant public and private actors to jointly develop: • sustainable implementation and management frameworks for macroregional and cross-border strategies, programmes and action plans (WP3) – and test them on the case how to streamline the results of the BTO and TransBaltic, and use them in the national and regional transport planning processes (MACRO) and how to secure durability of joint strategic transport processes in the Öresund region and Helsinki-Tallinn area (MESO); • MLG models for the planning and operation stages of intermodal terminals (WP4) – and test them on five differentiated cases in the BSR (MICRO); • operational MLG model for better freight management in a transnational transport connecting EU with non-EU countries (WP5) – and test them on the case of the East West Transport Corridor (CORRIDOR); • operational MLG model supporting the transformation of a multimodal transport corridor into a regional development axis (WP6) – and test them on the case of the Scandria Corridor (CORRIDOR). The project has a strong triple-helix partnership from all BSR EU Member States and all vertical governance levels. It is supported by PA 11 Coordinators, national transport ministries and several other actors, which will be engaged as reference partners.

COST IC0905 TERRA is one of the European networking activities within the framework of COST - European Cooperation in Science and Technology. The idea with COST-TERRA is to establish a multi-disciplinary European forum, a Think-Tank, focused on coordinating techno-economic studies for the development of a harmonised European regulatory framework to facilitate the advancement and broad commercial deployment of Cognitive Radio/Software Defined Radio (CR/SDR) systems. The project was launched in May 2010 and will run until May 2014. This Action should leverage on results and experiences from national and international research initiatives and early standard-setting activities by recommending sound regulatory policies that would facilitate fastest possible uptake and proliferation of CR/SDR. Realising the important of engaging in discussion with al the major stakeholders in the process, TERRA has been endorsed by and have established working relationships with such bodies as CEPT (European Conference of Postal and Telecommunications Administrations, the European club of regulators with one of the focuses on radio spectrum management), ETSI, Wireless Innovation Forum, IEEE DYSPAN SC and the Technical Committee on Cognitive Networks (TCCN) of the IEEE Communications Society.

Carbon Footprint of Freight Transport
COFRET's main objective is to develop and test a methodology and framework for the accurate calculation of carbon emissions in the context of supply chains. COFRET provides for a methodology to calculate and monitor carbon emissions based on their component CO2-emissions and if applicable further GHG gases such as CH4 and N2O as well as so- called F-gases deriving from cooling processes. This comprises the consideration of the user needs and requirements of different stakeholders, such as producers, shippers, wholesalers and political bodies. COFRET is based on existing emission calculation tools in use by its stakeholder already. It will take into consideration the continuous development in the calculation of carbon footprints triggered by the discussion of climate change, targeted and agreed CO2 emission reduction-levels for the transport sector as well as new technical solutions for efficient vehicles. In a first step, COFRET will assess and validate user needs in regards to the calculation of emission calculation tools of supply chains. Parallel, COFRET will assess existing methods, tools and data for calculation of carbon emissions as used already and a taxonomy for emission calculation-tools will be developed. Based on the identified user needs and the taxonomy of the existing calculation tools, a methodology and framework will be developed. This COFRET-methodology will allow closing the identified gaps currently impeding the calculation of emissions along supply chains. Furthermore, it will include functional elements of supply chains with all their possible components including transhipment processes, storage and picking of shipments and cooling processes. The COFRET-methodology will consider all transportation modes, ranging from road to rail, inland to deep water shipping as well as air freight transport. It will be combined with a comprehensive set of supply chain parameters within a database.

Qualification, Innovation, Cooperation and Keybusness for Small and Medium Enterprises in Baltic Sea Region
SMEs represent 99% of all enterprises in BSR and provide up to 70% of all jobs, being an important economic but also socio-cultural factor. SMEs present the biggest potential for job creation also in future. QUICK aims at unleashing this potential to its full extent by addressing the following challenges undermining the competitiveness of the BSR SMEs: - limited benefit from innovation processes and R&D solutions - low qualification of entrepreneurs and employees, and the labour force in general - limited internationalisation of SMEs and difficulties in accessing new markets - lack of strategic support for SME development in the framework of regional and national policies. QUICK offers structured and coordinated approach to increase the innovation potential of SMEs in 45 regions in 10 BSR countries. Cluster based cooperation is used to facilitate development and implementation of R&D solutions in SMEs, as well as to upgrade the existing vocational and academic training programmes. The partnership is represented by SME promoters, universities, decision makers and public administrations, as their cooperation is necessary to develop comprehensive SME support strategies and put them into action on local, regional, national, BSR and EU level. Transnational approach is a prerequisite for international innovation transfer and strengthening of international cooperation between SMEs, universities and chambers. The particular outcomes of the project: a) establishment of the permanent network of the BSR universities dealing with innovation and R&D, the Baltic Sea Academy b) continuous cooperation between the network of SME promoters, network of universities and the decision makers and public administrations in the field of innovation support in SMEs: joint identification of 3 innovation clusters: (a) energy, climate and envionmental protection, b) construction c) organisational and personal development), mapping of competence centres, development of cluster strategies c) qualification upgrade of entrepreneurs + employees by developing + implementing 3 new and transfer of 5 existing training courses d) establishing structured cooperation between SMEs and universities as R&D service providers to promote development and implementation of new product/service, technology, process and organisation related solutions in SMEs e) improvement of services provided by the SME promoters by establishing web based networking platforms, ICT tools, implementation of six international business forums and 4 Train the Trainer Seminars, developing manuals + booklets for innovation funding f) improvement of the overall SME related policy framework by developing and implementing BSR strategies for 3 policy areas: economy, education, regional development. Improving Road Infrastructure Safety in the Baltic Sea Region
Safe transportation is an element in the overall objective of the BSR programme – to make the BSR an attractive place to work and live in. However increasing road traffic volumes in the BSR come at a price of accidents during which lives are lost and injuries caused. There are large differences among BSR countries in road safety performance. Transportation in the south-eastern part of the region is considerably less safe than in the north or west. Countries have achieved improvements in road safety over the last years, however further reductions in number of accidents, fatalities and injuries are needed. Action Plan of the EU Strategy for the BSR encourages joint actions and sharing of practices in road safety (priority “Improve Internal and External Transport Links“). The specific objective of the BALTRIS project is to develop tools and build capacity to better manage safety of road infrastructure in the BSR. Attention to road infrastructure safety and tools applied to manage it vary in the BSR countries. The Project focuses on the exchange of experience and joint development of road infrastructure safety management procedures: i.e. road safety impact assessment, road safety inspections, road safety audits, evaluation of high accident concentration sections. This is complemented by capacity building and dissemination activities. It is expected that the application of tools developed and strengthened capacity will lead to improved safety of road infrastructure as well as allow choosing cost-effective engineering solutions. Safer road infrastructure will result in improved overall road safety, especially in those parts of the BSR where number of accidents and fatalities are currently the highest. The Project partnership is composed of road safety authorities and universities from 4 BSR countries: Lithuania, Latvia, Estonia and Sweden. In this way the Project includes countries with the best and the worst road safety situation which allows addressing the most problematic areas in the region and provides opportunities for exchange of good practice. The Project is led by Lithuanian Road Administration. The support to the Project idea and readiness to co-operate was expressed by the Polish Road Administration, Latvian Road Administration, Baltic Road Association and Nordic Road Association.

Biometry, Identity and Information Security for E-Services Business
BIOMET SECURITY is a challenge for today's understanding, that biometrics can not be normally used for daily services, just for experiments and deep research. The service development, information technology growth and the increasing flow of information these days makes the necessity to use more sophisticated IT solutions in business, which would ensure a successful data flow and safety for business processes. Now, using the available data and making use of existing technologies, biometric security is still the only reliable protection against fraud, theft and manipulation of data. Because of technological complexity and specialised equipment, it is problematic for business to establish the efficiency and possible application suitability of the product they want to create. Project goal is to investigate biometry-based method for creating prototypes use in the field of electronic services for identity and information security processes. The main objectives in BIOMET SECURITY are: * Select methods suitable for use in the project objectives; * To investigate the biometry-based technologies that could use the selected method; * To investigate theoretical applications and determine their physical adaptability; * Simulate and build a prototype; * Optimise the obtained results; * Identify the product efficiency; * Set performance thresholds that correspond with access control requirements. To achieve this, the project will include: - Updated existing and expanded available safety research laboratory infrastructure, which will be used to test security, identification and biometrical fields and try to achieve an overall result of combining these areas; - Recruiting of international institutions interdisciplinary research group, consulting with business structures for prototype creation and their efficiency determination. - Creation of demonstrational technology prototypes, which will be used by students to carry out scientific work practice. - Analysis of the market needs and adaptation of the processes to meet the needs. In the field of biometrics, iris recognition methods are sufficient [1-3], but even with the results - the methods have not yet selected than one method or the parts that are perfectly suited for access control of electronic services. Due to their specific needs (water resistance, plaque, height control, scanning speed, the change in body temperature, physical exertion, etc.) in business services area, for the selection of appropriate methods need specifics. Good choice of method requires scientific analysis carried out by the methods, techniques and classification according to the needs of other work tasks required to implement the actions. The project consortium is organised to perfectly correspond with all interested parties: research (DevCom,), technical consulting and sales part (Datavision Co.Ltd), prototype development (Vilnius Gediminas Technical University in Lithuania), ensured application in business (JSC nSoft, DevCom). Likely due to the success of the project partners in the project consortium: Geographical sector (Different European Countries and Asia) will be huge market potential, scientific institutions competence to expect reasonable and rational decisions, the private sector experience in the programming pass control devices, and in this case, the interest in the commercialisation of project results provide a reasonable success of the project of European success (also Asia). Often, biometric projects, research does not ensure the continuity of the private sector neglect of scientific progress, marketing arrangements and non-use of scanned data security deficiency in this area. In this case, it is differently. The companies that are initiating the project are capable to realise the project because: * Financial, human resources and experience in R & D of the companies are sufficient to realise the project;

To develop heat resistant aerated concrete and its producion technologies
In the industry, a lot of technological waste from production accumulates, is not used anywhere and pollutes the environment. Thus, due to the production of mineral wool at the private company UAB PAROC, soft wool waste is accumulating in LITHUANIA, as in UKRAINE where human-caused waste is being created by the metallurgical industry. The Project will help solve two problems which are currently urgent among industrial enterprises, namely: - to utilize the production waste of industry; - not to pollute the environment with production waste. The scientific research performed in both countries shows that dispersive and fibrous additives may be produced out of human-caused waste from industrial enterprises after its respective processing, and these additives may be used for producing building composites and heat resistant aerated concretes. Following the Project, we will develop brand new production techniques for heat resistant aerated concrete and these techniques will enable us to produce heat resistant products out of aerated concrete. The autoclaved aerated concrete (AAC) products - slabs - can serve at an operation temperature of 650 degrees Celsius, and the products of non autoclaved aerated concrete - shells - will be used for insulation of pipes up to 650 degrees Celsius. Heat resistant materials are currently used for insulation of heat equipment and their demand in this period of total urbanisation is ever increasing. Presently for insulation of heat equipment, the heat resistant products of mineral wool or concretes are used. The production of these materials requires big power inputs, therefore, the heat resistant products are a high cost.

Researchers Night 2011: Why I Became a Researcher
The LT-2011 Researchers' night will take place in Lithuanian major cities, i.e. Vilnius, Kaunas, Klaipeda, Siauliai, Moletai, as well as in remote rural areas. The project aims to enhance public recognition of researchers and their work through bringing scientists and public closer to one another, it will offer a broad range of varied activities addressing all categories of the public at large, regardless of age and scientific background, i.e. notably: Lectures, discussions; Visits to open laboratories; Real life observations and experiments; Various contests, movie watching, broadcast online watching; Online translations; European corners. All the activities planned will actively involved researchers and will offer a balanced combination of "serious" activities and fun ones. Activities will be hosted in labs, lectures halls, meeting places, while in the rural areas they will take place in schools or public places. Activities conducted in the main site will be broadcasted on line.

Benchmarking logistics and co-modality
Efficient use of transport modes and resources requires understanding the options and alternatives and being able to make the right logistics choices. Benchmarking is an instrument which can help to answer this question. Differences in the performance of various modes within the transport sector of a given country, and between the transport systems of different countries, imply that there is a significant potential for improvement. Ongoing technological advances and changes in economic and institutional approaches ensure that this potential is constantly evolving. The transportation sector is influenced and moulded by ongoing economic, environmental and political (usually in the form of public finances) pressures to realise its potential for improvement. BE LOGIC project vision In our opinion, the major improvement potential in logistics performance is among small and medium sized enterprises (SMEs), including shippers with relative small transport volumes. Therefore, the focus in BE LOGIC lies on applying the logistics benchmark methodology on SME's. Key objectives of BE LOGIC - Improve the efficiency within and across different modes of transport - Support the development of a quality logistics system Derived objectives and research questions: - Develop a methodology to assess transport logistics performance in quantitative terms at different levels in Europe and globally - Applying the benchmark methodology to assess logistics and intermodal policies of Member States and other countries - and to assess transport logistics choices and performance from shippers/LSP - and to assess transport logistics performance from transshipment points - Examine existing quality standards (e.g. ISO, CEN) for transport logistics - Consider the need for new quality standards for transport logistics Our approach includes 3 viewpoints: - Viewpoint from the policy maker - Viewpoint from transport chains - Viewpont from transhipment points
