The Council is comprised of 11 members.
The Council performs the following functions:
- approves the University's vision and mission;
- after hearing the opinion of the Senate, submits amendments of the University Statute to the Seimas;
- approves the University's strategic activities (development) plan submitted by the Rector;
- considers and approves restructuring plans of the University provided by the Rector;
- determines the order of the University funds (including funds allocated for salaries of executives and other employees) and property management, procedures of their use and disposal, considers and approves major decisions thereof;
- determines the order of the Rector’s election in compliance with an open competition regulations;
- elects, appoints and dismisses the Rector from his office;
- approves the principles of selection and evaluation of the University's employees;
- with reference to the Rector’s approval determines the size of tuition and fees, not directly related to the implementation of study programs;
- determines the total number of study places with regard to possibilities of assuring the quality of academic and scientific activities;
- approves the annual activity report of the University provided by the Rector, as well as annual income and expenditure estimate and report on its implementation;
- if necessary, initiates business and financial audits of the University;
- assesses the University's compliance with the University's strategic activities (development) plans, the results achieved and their impact on the University's activities;
- ensures the accountability of the University and its communication with the public and the founder, each year up to April 2, the University's website informs the public about the results of implementation of the University's strategic activities (development) plan;
- cares about the support for the University;
- after hearing the opinion of the Senate, approves the University’s reorganization or liquidation plans and submits them to the Seimas;
- each year until April 2 prepares an Annual activity report and submits it to the Seimas;
- performs other functions, provided for under this Statute and other legal documents.
